In his first post, Cuellar stated: “ICYMI: During the Republican shutdown, nearly 15,000 federal employees in #TX28 are going without a paycheck. In solidarity, I’ve signed a letter refusing my congressional salary until the government reopens. These shutdowns hurt families, workers, and our economy. I feel that” (October 6, 2025).

Henry Cuellar has served as the representative for Texas’s 28th district through multiple election cycles since at least 2014. He won reelection in each contest—most recently defeating Jay Furman in the 2024 general election with approximately 52.8% of the vote—and previously prevailing over Cassy Garcia in 2022 and Sandra Whitten in 2020.
The current government shutdown is part of an ongoing political dispute that has resulted in disruptions to federal operations nationwide.
