U.S. Congressman Henry Cuellar, who represents Texas’s 28th district, announced on July 18, 2025, that his amendment to restrict civilian drone activity near the southern border was adopted during an Appropriations Committee markup. Cuellar also reported securing provisions in the FY26 Energy and Water bill aimed at improving flash flood preparedness and supporting dam rehabilitation.
In a post on July 18, 2025, Cuellar stated, “During today’s Appropriations markup, the committee adopted my amendment to the FY26 Transportation, Housing and Urban Development bill to prohibit civilian drones from airspace within one mile of the southern border. Cartels are using drones to track Border Patrol and troop”. The same day, he invited followers to view his remarks: “Watch my remarks below. https://t.co/JErISlxgrW”.
Later on July 18, Cuellar addressed additional legislative efforts related to disaster response infrastructure: “During today’s Appropriations markup, I was pleased to help secure two provisions in the FY26 Energy and Water bill: one to improve flash flood preparedness, and another to support rehabilitation of the Amistad and Falcon Dams. This summer’s flash flooding in Central Texas was”.
Henry Cuellar has represented Texas’s 28th district in Congress since 2005 after succeeding Ciro Rodriguez. Prior to his tenure in Congress, he served in the Texas House of Representatives from 1987 to 2001. Born in Laredo in 1955, Cuellar resides there today. He graduated from Georgetown University with a BA in 1978 and earned a JD from the University of Texas at Austin in 1981.
