On June 18, 2025, Rep. Cuellar tweeted about his participation in an event in San Antonio to honor the legacy of the Buffalo Soldiers. He joined Larry Carter, President of Blue Cross and Blue Shield Association (BCBSA), alongside community members and volunteers. In his tweet, he wrote: “This morning in San Antonio, I joined Larry Carter, President of the @BCBSA1, along with community members and volunteers, to honor a powerful legacy of service and sacrifice.” The Buffalo Soldiers were among the first African Americans to serve in uniform after the Civil War.

The following day, on June 19, 2025, Rep. Cuellar marked Juneteenth by acknowledging its historical significance in Texas. He tweeted: “Happy Juneteenth! On June 19, 1865, freedom finally reached the last enslaved people in Galveston, Texas.” This was over two years after President Lincoln’s Emancipation Proclamation. Cuellar emphasized honoring their experience and reflecting on progress made since then.

Later that same day, Rep. Cuellar addressed current political debates surrounding budgetary decisions with a critical tone toward partisan policies. In his tweet he stated: “Only 67% of Republicans support it. 71% of independents oppose it.” He criticized a budget bill for cutting healthcare and food assistance to finance tax breaks for wealthy individuals.

Henry Cuellar has been representing Texas’s 28th District since succeeding Ciro Rodriguez in Congress in 2005 after previously serving in the Texas House of Representatives from 1987 to 2001.
