The following day, Cuellar highlighted the participation of his outreach coordinators at a significant local event, stating: “My Laredo Outreach Coordinators, Melissa Peña and Andres Velazquez, attended the Laredo Regional Food Bank’s 42nd Annual Rice & Beans Luncheon in observance of World Food Day 2025 at the Laredo Public Library. Cuellar has served as a representative since first winning election in Texas’s 28th district in 2004. He has maintained his seat through multiple election cycles, defeating challengers such as Jay Furman in 2024 with a margin of approximately 53% to 47%, Cassy Garcia in 2022 with about 57% to 43%, Sandra Whitten in 2020 with roughly 58% to 39%, Arthur Thomas in 2018 by over an eighty-point margin, Zeffen Hardin in 2016 with more than two-thirds of the vote, and Will Alkens in 2014 with over eighty percent support.
