U.S. Representative Henry Cuellar, who represents Texas’s 28th congressional district, shared updates on his recent legislative efforts and commemorated the anniversary of September 11 through a series of posts on X (formerly Twitter) between September 10 and 11, 2025.
On September 10, Cuellar highlighted concerns from families in his district regarding opportunities for continued education. He wrote, “In #TX28, I’ve heard from parents and grandparents who work tirelessly to support their families and want nothing more than the chance to keep learning so they can provide more for them. That’s why I offered my amendment during last night’s Appropriations Committee markup for https://t.co/wS4aSNOIYJ” (posted September 10, 2025).
Later that day, he announced progress on funding for educational programs serving Hispanic communities. In a follow-up post, Cuellar stated, “During yesterday’s Appropriations Committee markup, I secured my amendment ensuring that funds Congress has appropriated for Hispanic Serving Institutions and the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant are not delayed. On September 11, Cuellar marked the anniversary of the terrorist attacks with a message honoring victims and first responders: “Today, we take a moment to reflect on September 11, 2001.

Henry Cuellar has represented Texas’s 28th district through multiple election cycles. He won re-election in contests against Jay Furman in 2024 by securing approximately 52.8% of the vote; previous victories include wins over Cassy Garcia in 2022 with about 56.65%, Sandra Whitten in 2020 with roughly 58.3%, Arthur Thomas in 2018 with around 84.4%, Zeffen Hardin in 2016 with approximately 66.2%, and Will Alkens in 2014 with about an eighty-two percent share.
