Henry Cuellar has represented Texas’s 28th District since 2005 after succeeding Ciro Rodriguez. He previously served in the Texas House of Representatives from 1987 to 2001. Cuellar resides in Laredo and holds degrees from Georgetown University (BA) and the University of Texas at Austin (JD).
