On June 9, 2025, Cuellar highlighted concerns raised by former U.S. Treasury Secretary Lawrence H. Summers regarding a partisan tax plan. According to Cuellar’s tweet, Summers warned that this plan could “drive deficits to unsustainable levels and weaken America’s standing as the world’s leading economic powerhouse.” Cuellar emphasized that “fiscal irresponsibility has real consequences for our economy, our security, and the next generation.”

Later that day, Cuellar commented on shifting public opinion regarding retaliatory tariffs based on data from Navigator Survey. He noted an increase in concern among Americans and independents over the impact of such tariffs on workers: “In March, 45% of Americans and 40% of independents said retaliatory tariffs would hurt workers. Now, it’s 54% and 53%.” Cuellar stressed the importance of listening to families and small businesses who are affected by these economic measures.

Henry Cuellar was born in Laredo, Texas in 1955 and continues to reside there at age 67. He graduated from Georgetown University with a BA in 1978 and earned a JD from the University of Texas at Austin in 1981.
