A new bill authored by State Rep. McLaughlin in the Texas House seeks to adjust the school safety allotment to better support districts and campuses, according to the Texas Legislature website.

The bill on Minors category, introduced as HB 124 during the 89(1) legislative session on Friday, July 18, was formally listed with the short title: ’Relating to building standards for youth camps located within or near certain floodplains’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Education Code to adjust the school safety allotment under the Foundation School Program. It entitles school districts to an annual allotment of $14 per student in average daily attendance, with an additional $1 for each student for every $50 by which the district’s maximum basic allotment exceeds $6,160, subject to proration. Additionally, each campus within a district will receive $37,000. The bill is set to take effect on Sept. 1, 2025.

Don McLaughlin, a member of the House Committee on Agriculture & Livestock, proposed one other bill during the 89(1) legislative session. He is also a member of the House Committee on Homeland Security, Public Safety & Veterans’ Affairs.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
