A new bill authored by State Rep. Richard Raymond in the Texas House seeks to expand legal protections against certain visual depictions involving children, according to the Texas Legislature website.

The bill on Courts category, introduced as HB 207 during the 89(2) legislative session on Monday, Aug. 18, was formally listed with the short title: ’Relating to the issuance of a license to carry a handgun to certain federal judges’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Texas Penal Code to expand the definition of prohibited visual material involving a child to include depictions using anatomically correct dolls, mannequins, or robots with child-like features intended for sexual stimulation or gratification. The bill specifies that the material must depict a child recognizable as an actual person, identified by facial features or distinguishing characteristics, and that the child’s image under 18 was used in creating or modifying the material. This includes computer-generated images created with artificial intelligence or other software. The amended law will apply only to offenses committed on or after the bill’s effective date, Sept. 1, 2025.

Richard Raymond, a member of the House Committee on Elections, proposed no other bills during the 89(2) legislative session. He is also a member of the House Committee on State Affairs.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
