A provision in the CARES Act restricted Webb County to receiving only $37,000 from the $11.2 billion share Texas was authorized by Congress.
Texas took 55% of the $11.2 billion it was allocated, with a combined $3.2 billion going to the largest cities and counties. With close to $1.9 billion to apportion among the remaining cities and counties, that translated to Webb County and Laredo netting just getting only $55 per capita.
Therefore, Webb County would only get 20% of the $37,000; it would have to submit invoices of emergency expenses to access the rest.
“The problem with that is the cities and counties need the money now,” U.S. Rep. Henry Cuellar (D-Laredo) told the Laredo Morning Times. "We did not say, ‘Portion out the money and give them 20%.’ This is something that the state is doing, and I disagree with the state."
Cities and counties that are home to more than 500,000 residents have received their funds in their entirety.
