On February 3, 2025, Rep. Cuellar announced a temporary pause on tariffs for 30 days as Canada increases its border security measures and efforts to combat fentanyl trafficking. He expressed satisfaction with the bilateral cooperation by stating "Tariffs will be paused for 30 days as Canada enhances border security and ramps up efforts to combat fentanyl trafficking. I’m pleased to see strong cooperation between our two countries and a commitment to tackling this crisis together."

The following day, February 4, 2025, he met with Caleb French and Jeremie Trevino from the Federal Bureau of Prisons in Three Rivers, Texas. They discussed funding and staffing challenges at the Bureau of Prisons. Rep.
